Strange Order of Radio Buttons

This evening I was filling up the standard Microsoft customer satisfaction survey form but I can't help noticing the strange order of this question. I wonder why? Maybe it was just a casual ommision? What is your take on it?

Whoops!! That is going to mess things up. I wonder if there was a coding error or if somehow the HTML was rendered incorrectly.
