Firstly, apologies. Someone (take a bow DaveDowns) had posted as near a perfect answer as could be to the steering wheel problem I was berating you all about. Around five days ago. Basically you can bend the tyre tread on the road a little bit. After it has bent a little bit it doesn't want to bend any more, so the wheel is hard to turn. But when the car is moving you keep getting different bits of tread on the road as it rolls, each of which can easily be bent a little bit. And so the wheel gets easier to turn. Actually, I think Dave explained it better...
