there are different ways to assess difficulty but as a first pass i would say it is between levels 1, 3, 5, 9, 12, 16, 18, and 25, all of which were only solved by the authors (and in your case, level 1, not even that :) ). these levels were designed by pmnox, MegaMug, Erwin1980 (2), pai, nadsuki, TPReal, and NudelBrotsuppe. Erwin1980 was the only person who designed two "unsolvable" levels.
of all of these unsolved levels, people spent the most time trying to solve level 12, by nadsuki, which is one indication that it is a hard one (of course you could also argue the reverse, that a low time value here might indicate a level that was so hard people didn't even try). we usually use "average time to solve" as the best indication of difficulty, but in cases where the level is not solved except by authors this can't be used.
among levels that were solved by others besides the author, the longest "average time to solve" is level 15, by Nudelbrotsuppe.
if you look at sheer number of attempts to solve the level, the winner is level 2, by r1cs1, which was attempted 976 times (the number of times someone pressed "Go" on that level).
remember that timing stats are approximate, since they undercount people who solve the levels offline, and overcount people who leave that level open in herbert while doing other things.
all that being said, you can draw your own conclusions. :)
